In a traditional communication structure, you build to the conclusion: "We analysed X, Y and Z, and therefore recommend A." In BLUF: "We recommend A. Here is why: X, Y and Z." BLUF is more effective in corporate environments because senior readers are time-pressed and want to know the recommendation before deciding whether to read the rationale.
